SUMMARY It is a project of prevention counselling and training on issues related to ' HIV / AIDS. There are three levels of intervention : 1)The ‘over-the-counter’ counselling, is free of charge and to which anyone can turn for information, to be oriented towards the services he/she eeds, be heard and to take advantage of a series of interviews with support from professionals. 2) Group training, free, free, on the various issues related to HIV/AIDS. It consists of two modules of three hours and can be requested by companies, associations, groups of individuals or individuals; or by anyone who feels the need to be made aware of HIV/AIDS in order to, in turn, become a promoter of proper information in this regard, within one’s workplace or professional or informal network. 3) The Road Unit is present in local venues and leisure facilities, in order to be able to contact and educate as many people as possible, and provide answers to their questions, if necessary, by promoting their access to the counter for counselling and training.

RECIPIENTS All citizens, the project is targeted specifically at adults. The ‘over-the-counter’ counselling, is designed as a space dedicated to HIV positive people in need of support and guidance, and the general population in terms of guidance and information related to prevention. The teams and road units are designed according to the totality of the adult population with the aim to educate and inform the citizens directly and indirectly within their working and recreational environments.
METHOD OF FINANCING The project is fully subsidized with funds provided by the MAC AIDS FUND which provides dedicated funds for projects that deal with prevention, information and care to people living with HIV/AIDS
AREA OF INTERVENTION ‘Over-the-counter’ counselling is situated in Rome’s San Lorenzo district: The different levels of intervention of the project do not have territorial constraints.
BRIEF HISTORY The project "Say the name: Condom" is the brainchild of the Parsec Cooperative and its partners and collaborators to give some continuity to the experience and the work of the “Scalo San Lorenzo" Day Centre for drug addicts, readjusting spaces and skills in the perspective of something that was akin to its history but, at the same time, completely new and oriented towards the emerging needs in relation to the phenomenon observed in the territory of the spread of HIV and the little preparation of the Italian population to use condoms and to perceive it as a device that is " normal" and propose to use it. In order to design an intervention in this regard, it was decided to seek private financing by offering our idea outside the known channels of institutional financing.
OBJECTIVES The purpose and the character of the project arise from the analysis of the latest data on the spread of HIV in the urban area and nationally. The decrease in attention on the phenomenon of the HIV infection has been identified as a probable consequence of a minimum, albeit steady, increase in the number of infections in recent years. In particular, and worthy of note was the increase in people over the age of 30 in a scenario in which any residual activity of information and prevention is directed mainly to the young. Another element on which it wanted to focus is the widespread use of condoms, understood primarily as a "normalization" cultural use of this prevention device in the Italian socio-cultual scenario. The purpose of the service through its three levels of intervention, is, therefore, to support and guide the population (HIV - positive or not) with the ‘over-the-counter’ counselling mechanism; to train and raise awareness among citizens and workers (through a system defined as a peer -education aimed at adults) to HIV prevention and the need to use condoms; to prevent and inform as many people on the above arguments in the most varied venues, providing the possibility of a discussion with professionals, information material, and with the ability to receive free condoms in the main places of socialization.
METHODOLOGY OF INTERVENTION • to promote the adoption of safer sexual behaviour, through interventions in Road Unit, of, awareness and primary prevention in adult leisure places. • to form a group of adult peer leaders who, in public and private places, work through a process of education to adults; can act in spreading the prevention message in consideration of the educational function they perform, such as figures of reference for pre-adolescents and adolescents; • to encourage early access to services for the diagnosis and treatment of HIV/AIDS, through the opening of a counter and a number, which function for the initial counselling and guidance services.
TOOLS AND ACTIVITIES The activities of the back-office are necessary for the operation of the service, without which it would not be possible to carry out the work of the front-office, including telephone contact with the network, compiling the daily calendar, updating the internal cards in the centre, the ongoing promotion of the Service; arranging meetings with the health and social services teams of the public and private social services for promoting the service. Tools: • The logbooks of the team: the report of activities which functions as the connection between the team members and the transfer of information relating to the management of the project and any identified risks. • Intervention cards: summaries prepared at the end of the interventions, bearing some notations of a quantitative nature and the achievements of the recipients. • Boards of items: prepared by the counter operators, with information on the problems detected, the activitated network and the service that was in charge of taking care of the user. • Minutes of the meetings: the report prepared at the end of the networking meetings, with information on the agenda, the participants and the commitments made in relation to strengthening the network and the development of synergistic actions.
NETWORK AND TERRITORY The service, considering its articulated diversification to areas and activities, has contacts with a very large network. This network currently recognises as privileged associates (with which we started a long-continued mutual exchange converging reciprocally towards common objectives of work): • Ser.T. • outpatient and day-care services that deal with infectious diseases • outpatient, social and health services and shelters for migrants • health and social services run by cooperatives and associations • voluntary associations working in the HIV environment • Hospitals • General Practitioners • Pharmacies • Secondary schools • Firms • Unions • Bars/Restaurants etc. • Organizers of cultural events The territory with more references, at the moment, is the urban area of Rome and surrounding municipalities.

The times and contact telephone number are also valid for those who want to use the short training cycle proposed by the service from the workplace, school, organization or association, as well as for event organizers or managers of premises that would be willing to host an information point within their own spaces, with professionals ready to provide information on preventing HIV/AIDS and STDs, free distribution of information materials and condoms. ORGANIZATIONAL STRUCTURE The team is composed of professional educator (service manager) and two psychotherapists. The service refers to the Area of Dependence of the Parsec Cooperative.
EVALUATION OF THE INTERVENTION The assessment is made by the client through a system of quantitative monitoring (numerical evaluation boards) and qualitative (reports with achieved objectives). Periodic audits of internal monitoring (expected – achieved goals) between the team, the service manager and the contact area are also conducted. |
